CITY OF CASEY
With the local government reform agenda of the mid-1990s delivering Compulsory Competitive Tendering and new local government entities, the City of Casey called for tenders for the delivery of environmental health services which had previously been delivered by in-house staff.
The tender was won by Kernow in 1997, after Councillors voted in favour of the recommendation of the evaluation panel and despite attempts by the ASU to lobby Councillors to reject the recommendation in favour of sticking with a staff-delivered service.
Kernow has held the Casey contract through numerous re-tenderings since that time. The strength of the company, from Casey’s experience, was that in addition to its competitive pricing, it was able to deliver a seamless service to residents and businesses. With a team located in Council’s offices, people in most cases were not aware that the EHO who attended their premises was in fact a contractor. Other strengths of the company’s service delivery were that it would flexibly respond to changes in the service required and that it also delivered (from a later date) the corresponding service at the adjacent Cardinia Shire Council.
I had an excellent working relationship with the Kernow staff over two decades, and In my direct experience the staff of Kernow were both customer focussed and responsive to management. They were efficient, effective and excellent contractors.
